Require licences for owners of XL Bully dogs instead of a ban/muzzles/neutering

What the petition asks
Instead of banning the XL Bully, with strict rules for owners who get a certificate of exemption, put in place requirements for owners to have licenses. XL Bully dogs should not be required to be muzzled, or neutered. Microchips for XL Bully dogs should be linked to the licensed owner.
It is irresponsible owners and bad breeders that have resulted in attacks in the UK.
Owners of this breed and the dogs should not have to suffer due to irresponsible owners and breeders that shouldn’t have had the dogs in the first place.
These are family pets, loving and caring dogs. These dogs deserve love and care and not have to be discriminated against in law due to irresponsible owners/breeders.
