Create legal requirements to retrofit upper floor conversions with soundproofing

What the petition asks
Create legislation that requires owners of converted upper floor flats to install flooring that meets current building regulations for soundproofing. Regulations have changed over the years, and many older converted properties do not have appropriate soundproofing.
Current housing regulations require a basic level of soundproofing, however residents of properties that were converted before these regulations were introduced - many with thin walls and old loose floorboards - do not enjoy such protections. Excessive daily impact and airborne noise is disruptive to daily life, and can be damaging to mental health and make a home feel like a trap. For the sufferer, soundproofing a ceiling can be an eye-watering cost, hugely disruptive, and may not even work. Soundproofing at source is more effective and cost efficient.
