Lower salary threshold for sponsors of spouse visas returning from abroad

What the petition asks
For new spouse visa applications made outside of the UK, the salary requirement of the sponsor should be made lower if the sponsor has been working abroad, to support UK citizens wanting to return back home after working abroad with their non-UK spouse. There should be other conditions instead.
We consider £38,700 is extremely high for a new spousal visa application when made outside of the UK, especially when it only considers one of the partners' annual earning, and should be lower. There should be a condition stating that the non-UK spouse needs to be in employment within a certain time frame when entering the UK. This way, the married couple can have the opportunity to earn £38,700 per household.
