Make the spaying/neutering of cats compulsory

What the petition asks
The spaying / neutering of cats should be compulsory.
The cat population is out of control with shelters being full. Abandoned/stray cats are suffering while struggling to survive on the streets. There are health risks for cats that are not neutered/spayed such as cancer. Intact male cats will wander for miles to find a female on heat and fight with other males which causes injury and can lead to infection.
Why it was rejected
There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
