Open work permit for graduates already working in the UK instead of sponsorship

What the petition asks
The government should allow students on graduate routes who are already earning a living in the UK to continue working with an open work permit without the need of a sponsor, as long as they're in paid employment above minimum wages and paying their taxes.
First, this would prevent opening up another labour shortage when most graduates cannot get a Tier 2 sponsorship and have to leave their current job in search of one. Secondly there won't be exploit of graduates by sponsors who tend to take huge sum of money from them to give them a CoS.
