Make it an offence for owners of dogs that attack not to exchange personal info

What the petition asks
We believe there needs to be a new law to cover cases where a dog attacks another dog or a person, to make it an offence for the dog owner not to provide their personal information to the victim, to make it easier to take legal action or report it to the police.
We are concerned about cases where a dog attacks another dog or a person, but simply leaves the scene and avoids accountability.
