What the petition asks
To enforce a law that ensures all owners have their dogs on leads in public areas at all times
Because their are to many owners with uncontrollable dogs claiming their dog listens to recall 90% of that time their dog has been off leads and hurt a member of the public or other animals so to help prevent these possibilities I think alot of public members would agree every dog should be on leads in public areas

There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
