Make it illegal to sell dogs without a licence

What the petition asks
We are concerned that not everyone who sells dogs needs a licence, and that some people are stealing dogs, breeding these, and selling dogs without a licence, and dumping no longer wanted dogs. We want anyone who sells a dog, online or offline, to be required to have a licence.
We think action is needed to tackle unlicensed sellers of dogs, and believe that the Government should require anyone who sells a dog to be licensed. We think many sellers do not care about the welfare of animals.
