Create a shoe donation/refund scheme for people with different-sized feet

What the petition asks
Set up a Government scheme in which those with different-sized feet, due to things such as birth defects, can donate unused footwear if they wish, and also claim back the cost of the additional footwear purchased with proof of a receipt.
I was born with bilateral talipes, also known as club foot, which has left me with a visible foot size difference (left size 5/6 and right size 8). This means I, and many others with the same issue for one reason or another, have to pay twice as much as others for the same footwear as people with the same-sized feet. I think we should be able to claim back on the extra shoes we have to buy, and the unused shoes can then be donated/resold instead of ending up on landfill.
