Restrict Veteran cards to those who pass basic training and serve with a unit

What the petition asks
Stop the issue of Veteran ID cards and badges to those who don't complete basic training and go on to serve within a unit, unless they are medically discharged.
Introduce a qualifying criteria for veterans ID and a badge based on passing training and serving time in a service role. These should not be given to people who do not pass basic training and go on to serve within a unit. I think that issuing veteran cards and badges to those who serve as little as one day makes a mockery of those who completed their training and went on to serve their country.
