Link Pay rise with CPI where lower bandings / Grades get CPI + 2 %
and higher bands get CPI + 0.5 % and
VSM gets CPI% pay rise
in the event of negative CPI, pay remains same

Fair Compensation: ensures that salaries are inline with cost of living, and fair attracting workfare and appreciating services provided.
