Restrict the sale and use of fireworks to licensed users only. "Roxie's Law"

There have been several non-official petitions calling for greater restrictions on fireworks to protect the wellbeing of animals and vulnerable people. The death of Roxie the baby red panda at Edinburgh Zoo, scared to death by fireworks, is a clear illustration of the need for change driven by a petitioning for a mandatory government response.
