and us the saved money to continue the A9 up grade
A better idea to reduce accidents would be to introducing a every five year highway code test that you should be able to pass with 95% mark, or take new driving lessons and test. Because observations show that the majority of drivers don't know it. This could be self funding. This wish for a reduction in speed is clearly promoted by the non or incapable drivers and cyclist's the most of which don't obey the rules anyway.
