Regulate small animal breeding

What the petition asks
We want the Government to regulate small animal breeding that would protect small animals from over breeding and coming to harm. We want there to be the same standards as there is with dogs as there are a large amount of small animals in rescues.
We want there to be specific licenses for each small animal that’s being bread and restrictions on environment and housing for the animals.
We want it to be regulated by having these small animals microchipped e.g a female rabbit to be microchipped and health checked before she can have her first litter and to only allow breeding to a max number of times or to a certain age before they are then neutered and retired.
We also want law about how early the babies can be separated from the parents
