All dog owners to attend 'responsible ownership' course. Dog license for all breeds and owners. Incident register, 1 strike - listed as dangerous dog. 2 strike - muzzled in a public space. 3 Strike consideration of destruction. Bring accountability for dogs ownership.

Dog breeding and abandonment in the UK is out of control, on top this large numbers of rescues are also being imported. All of this is leading to negligent ownership, leading to high numbers of incidents, leading to breed specific legislation.
