Make councils and authorities more responsible for collecting and recycling.
Make it easier for Police and Courts to Fine and prosecute offenders , if they can not pay fines then community orders to make them clean areas locally.
The Roadsides and Laybys are National Disgrace !

Bring in stronger laws to combat the issues, make public awareness via media that this problem is NOT going to be tolerated !

Make the likes of KFC, Burger King , Mcdonalds etc etc more responsible to recycle and clean up the areas they trade in.
