Abolish Estate management fees on New build estates for freehold properties

Freehold property owners may have to pay council tax and Estate management fees,
Estate management fees are for the maintenance of the estate, these estates may not be gated and private, anyone and everyone may be able to use the estate roads, parks, play on the play grounds equipment etc,
If non estate residents damaged any of the estate, this cost of repair may be added to the estate fees.
