Remove counter signatory identification requirement for passport applications

What the petition asks
We call on the government to amend the identity verification process for passports, to allow flexibility in cases where applicants cannot find a suitable counter signatory. This could ensure access to passports for all.
We think that current counter signatory requirements unfairly disadvantage individuals who are socially isolated or lack close personal connections. This system can prevent them from obtaining passports, limiting their access to travel.
