What the petition asks
1. For women over sixteen to be allowed pepper spray in their own homes
2. To introduce courses on pepper spray law & safety. Upon completion women receive a license to carry in public
3. Have refillable canisters with serial numbers registered to owners

Crime statistics regarding women are partially as they are because women avoid being out at certain times & places, not as indication of how safe society is. Women therefore have less freedom than men & for this reason among others are rendered second-class citizens. Having pepper spray would give them greater peace of mind & the means to live alone safely.
Why it was rejected
There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
