Require cemeteries to give more rights to family members to erect a headstone

What the petition asks
We think family members should be able to give a loved one a headstone, including where they are not the owners of the plot. At the moment they may not be able to unless certain circumstances are met.
At the moment the rule being what it is we think is just not right for the grieving family. We think this should be changed.
