Make horse tethering on roads and pavements illegal

What the petition asks
I want it to be a fineable/arrest-able offence if someone tethers a horse in a road or pavement as it can put the horse and other people at risk of possible accidents. Leaving horses in busy areas can also cause the horse distress.
