What the petition asks

Make all SEND legal duties enforceable so that when councils, schools or health bodies miss statutory deadlines or fail to deliver provision, there are real consequences and families do not have to escalate repeatedly to secure support.
SEND law, and proposed reforms, contain statutory duties and time limits, yet many families experience delay and non-compliance in practice. When legal duties are breached, there is often no automatic consequence, leaving parents to escalate through complaints or Tribunal to secure support. Reform must ensure all SEND statutory duties, now and in future legislation, are enforceable in reality so children receive timely provision without prolonged dispute.
