What the petition asks
UK government can take initiative to establish a university in this City which could exclusively focus on technology.
A technology based University can reduce the poverty level or unemployment level here. More jobs could be created here. It appears that the city is booming academically by the introducing second UTC in Doncaster, an airport is going to be restarted or even by introducing a computer hub in 2027.
It also appears that there are a good number of UTCs close to this city as well but there is no full-fledged technology-based university here. So, the proposed university can get huge number of pupils.

It was about a matter for a local council or devolved government, not the UK Government or Parliament.
