In Cornwall, families face long delays, with only 2% of EHCPs issued on time. A shortage of specialist placements forces children into unsuitable settings or reduced timetables, harming development, wellbeing, and future outcomes.
Children are being failed by a system that cannot meet basic needs, leaving them without proper education, support, or stability.
