Car Insurance Coverage to Be Vehicle-Based, Not Driver-Based

What the petition asks
Change insurance laws so that cars themselves are insured rather than each driver on each car.
We think this will make it far easier to get car insurance, and could save hundreds if not thousands of pounds for drivers other than the registered owner who want insurance on a car they don't own.
