Make it a legal duty to help someone found unconscious in public

What the petition asks

We believe there should be a law that makes it illegal to walk past someone unconscious in the street, as is the case in certain countries, without at least calling an ambulance. This could potentially save someone’s life.
In November 2023, my younger brother collapsed outside a neighbour’s house on the pavement. We could not see him from our living room window, nor did we know he had collapsed because there is a wall in said neighbour’s front garden and he was on the other side on the pavement.

He was eventually brought into our home where he collapsed and died suddenly. We believe a legal duty to help someone found unconscious in public could have helped him and could help other cases like this.
