What the petition asks

Commission a review into safeguarding gaps in the home delivery of alcohol. It should examine enforcement of the Licensing Act 2003 for delivered alcohol, doorstep intoxication checks, and the regulatory accountability of online delivery platforms.
Alcohol home delivery has expanded rapidly through supermarkets and delivery apps, with little corresponding scrutiny of safeguarding. Doorstep intoxication checks are inconsistent. Round-the-clock availability removes friction at moments of relapse or crisis. Regulatory accountability is unclear where third-party platforms fulfil sales. A review is needed to assess the harms to vulnerable adults and recommend reform.
