What the petition asks

Petition: Reform Penalty Charge Notices (PCNs)
Councils must publish how much revenue is generated and how it is spent. Motorists should retain the right to pay the reduced rate when making an informal challenge. PCN charges capped at maximum daily parking fee in the local area.

The maximum amount for a PCNs are capped, however this cap is different depending on which region you are in.
