As an amendment to motion S3M-03383 in the name of Tavish Scott (Borrowing Powers for the Scottish Parliament), leave out from “believes” to end and insert “welcomes the examination of the use of borrowing powers by all the parties and the Scottish Government’s willingness to engage with the Commission on Scottish Devolution.”
