As an amendment to motion S3M-04004 in the name of John Swinney (Budget Implications for Scotland), insert at end “; agrees that the temporary cut in VAT has proved costly and ineffective, and regrets the decision of the Scottish MPs who voted to support the cut when the money could have been used to create thousands of jobs in green energy and public transport.”
