The motion
As an amendment to motion S4M-01979 in the name of John Swinney (The Local Government Finance (Scotland) Order 2012 [draft]), insert at end "but, in so doing, regrets that the Scottish Government's real-terms budget cut to local authorities is more than twice the cut to the overall Scottish budget."
