Scrap the Council Tax

As an amendment to motion S5M-11290 in the name of Andy Wightman (Scrap the Council Tax), insert at end "; notes that the current SNP administration came to power more than 10 years ago promising to scrap the unfair Council Tax, yet its successive governments have failed to do so, and believes that councils should be re-empowered and have the choice to raise revenue in different ways, for example through a tourist tax, a tax on vacant or economically inactive land or a social responsibility levy on alcohol sales."
