As an amendment to motion S5M-11695 in the name of Aileen Campbell (Safe Injection Services), insert at end “; believes that this is too important an issue for it to become a constitutional conflict between the Scottish and UK governments; notes with grave concern the spike in drug-related deaths in Scotland; recognises that substance abuse is not limited to any one demographic or age group, and believes that the addiction strategy is failing and a new, more holistic and rounded approach, recognising the complex nature of substance abuse, is needed, which considers wider inequality and appropriate support, whether that be in primary care, schools, prisons or other settings.”
