Realising Scotland's Potential
The motion
As an amendment to motion S5M-17504 in the name of Dean Lockhart (Realising Scotland's Potential), leave out from "with concern" to end and insert "that the National Performance Framework’s purpose is to create a sustainable and inclusive economy that increases the wellbeing of people living in Scotland, with outcomes aligned to the UN's Sustainable Development Goals; recognises that Scotland’s GVA per head is the third highest in the UK behind only London and the south east of England; recognises that productivity growth in Scotland has been 0.9% per year since 2007, compared with 0.2% per year for the UK; acknowledges that unemployment in Scotland is the lowest on record at 3.2%, which is lower than the UK rate of 3.8%, but, in recognition of the need to make sure that Scotland’s labour market works for all, supports efforts to make Scotland a Fair Work Nation as set out in the Fair Work Action Plan; welcomes that the Scottish Government is on track to meet its target of 30,000 modern apprenticeship starts per year by the end of the current parliamentary session; notes that the Scottish Fiscal Commission has downgraded its growth forecast as a result of continued Brexit uncertainty, and considers that Scotland’s sustainable economic future is best served as an independent member of the EU."
