World Bicycle Day

That the Parliament recognises that 3 June 2019 is world bicycle day; understands that the UN General Assembly designated this day as an acknowledgement of the uniqueness, longevity and versatility of the bicycle, which has been in use for two centuries, and it being a simple, affordable, reliable, clean and environmentally sustainable means of transportation that fosters environmental stewardship and health; understands that the World Health Organization has stated that safe infrastructure for walking and cycling is a pathway for achieving greater health equity for the least well off in urban areas, who often cannot afford private vehicles, and that walking and cycling can provide a form of transport while reducing the risk of heart disease, stroke, certain cancers, diabetes and even death, and improved active transport is not only healthy but is also equitable and cost-effective; notes the Scottish Government's commitment for 10% of everyday journeys to be by bike by 2020; considers with regret that this target is likely to be missed, and calls on the Scottish Government to set out what measures it will take to reach this target.
