Police Scotland Training Sri Lankan Police Special Task Force
The motion
That the Parliament notes that Pax Christi Scotland, which is a member organisation of the international peace movement, Pax Christi International, has highlighted the reported role that Police Scotland has played in ongoing training of a special task force of the Sri Lankan Police; understands that this training has been funded by the UK Government’s overseas aid budget and contracted to the Police Scotland College at Tulliallan; notes concerning reports that the task force continues to oppress the Tamil minority, using violent tactics learned and deployed during the Sri Lankan civil war; understands that Sri Lankan personnel have been trained at Tulliallan and that officers from Scotland have travelled to Sri Lanka; is aware of reports by both Amnesty International and Freedom from Torture suggesting that this special task force has continued to perpetrate torture on the Tamil minority and that it continues to commit breaches of human rights, and calls on the Scottish Government to commission an independent investigation into Police Scotland’s role in Sri Lanka.
