Legal Right to Recovery

As an amendment to motion S6M-01416 in the name of Sandesh Gulhane (Legal Right to Recovery), leave out from “notes” to end and insert “recognises the resolution of the Parliament on motion S5M-24396 as amended on 18 March 2021, and on motion S6M-00400 as amended on 17 June 2021, in which the Parliament expressed support for working towards diverting people caught in possession of drugs for personal use into treatment; believes that Scotland’s approach should be evidence based and should draw on international examples such as Portugal, which has made great progress on drugs misuse through a decriminalisation approach, and supports the request for a World Health Organization taskforce, made up of leading experts in drug mortality, to assess and analyse this particularly Scottish problem."
