Better Protection for Animals

The motion

That the Parliament welcomes changes to legislation in Scotland, which will enable animals taken into possession by authorised bodies, including local authorities and the Scottish SPCA, to protect their welfare to be rehomed more quickly; notes that, previously, animals seized on welfare grounds that were not signed over by the owner to the Scottish SPCA would have to temporarily reside at a rescue centre until any legal proceedings to relinquish their ownership had concluded; understands that the new changes mean that animals seized due to welfare concerns can now be rehomed after a minimum of just three weeks, without a court order, thereby reducing the time spent in an interim home before finding a new family; notes that this change has been campaigned for by a number of animal welfare organisations that have highlighted the issue, and believes that this change will have a real, positive, impact on animal’s welfare by minimising the time spent in rescue centres and getting them into safe and stable long-term homes sooner.
