British Heart Foundation Launches The Circuit

The motion

That the Parliament welcomes the launch of The Circuit, which is the first ever defibrillator network covering the UK that integrates with ambulance dispatch centres to direct bystanders to the nearest defibrillator in the event of a cardiac arrest; understands that the register has been funded by the British Heart Foundation (BHF) and developed by Microsoft UK; supports BHF’s campaign in partnership with the Resuscitation Council UK and the Scottish Ambulance Service to encourage individuals who look after publicly accessible defibrillators across Scotland to register the machines on The Circuit; understands that early defibrillation can more than double a person’s chances of survival from an out-of-hospital cardiac arrest but that many defibrillators are never used because emergency services do not know where the defibrillators are located or how to access them; commends The Circuit as it is believed that the network will enable emergency services to empower bystanders to access nearby defibrillators, which will help to reduce the number of deaths from out-of-hospital cardiac arrests, and urges MSPs to raise awareness of The Circuit and the importance of registering a publicly accessible defibrillator.
