Welcoming Report on Flaring at Mossmorran

The motion

That the Parliament welcomes the report, Flaring and Glaring – Emissions and Omissions in Fife, which was published by Prof Andrew Watterson; recognises the long-standing impact that flaring has reportedly had on the surrounding communities of Shell’s Natural Gas Liquids (NGL) Plant and ExxonMobil's Fife Ethylene Plant (FEP) based at the Mossmorran petrochemical site; acknowledges the role of regulators, including SEPA, Health and Safety Executive (HSE), Fife Council, and UK Oil and Gas Authority (UK OGA), in monitoring health and safety issues at the site; congratulates the Mossmorran Action Group (MAG) and Actions Speak Louder Than Words (ASLTW) for their ongoing community work, which has helped to document evidence of reported health impacts and amplify the concerns of surrounding communities; considers that there is a necessity for continuous investment in public health monitoring at the site, and highlights what it sees as the positive impact that a robust Just Transition framework for the site could have on alleviating health and safety risks and in delivering wider benefits for both people and the planet.
