A Public Heath Approach to the Prevention of Child Sex Abuse
The motion
That the Parliament notes the calls from NSPCC Scotland, Barnardos Scotland and Stop it Now! Scotland for a public health approach to the prevention of child sexual abuse; further notes reports that the scale of online child sexual abuse and exploitation is increasing and has become particularly acute during recent COVID-19 lockdowns; believes that, as a society, Scotland should be focusing its efforts on ensuring that child sexual abuse is prevented before it occurs, before people at risk of abusing become offenders, and before potential victims become actual victims; considers that understanding child sexual abuse, and what causes it, is an essential step towards developing effective prevention strategies, and notes the calls, including from across the Banffshire and Buchan Coast constituency, for an approach that embraces an integrated, cross-departmental and comprehensive approach to prevention, involving health, police, education, community safety, children's services, social services, housing and the wider community.
