World Drowning Prevention Day

The motion

That the Parliament notes that World Drowning Prevention Day takes place on 25 July 2022; further notes that, in April 2021, the UN General Assembly affirmed drowning as a preventable global public health issue and the need to focus on an annual theme to bring attention to an important aspect of drowning prevention, this year’s theme being “Do one thing to prevent drowning”; considers that World Drowning Prevention Day is an opportunity to highlight the tragic and profound impact of drowning on families and communities around the world and offer life-saving solutions for prevention; understands that, globally, an estimated 235,600 people drown every year, with 58 deaths being recorded in Scotland during 2021, and that drowning is among the 10 leading causes of death for children aged 5 to 14 years; further understands that, in 2021, the UK saw an increase in accidental drownings around inland open waters, such as rivers, canals, lochs, reservoirs and quarries, which accounted for 62% of deaths, that males represent 83% of drownings, and 40% of people had no intention of entering the water, such as those walking, with causes including slips, trips and falls, being cut off by the tide, or swept in by waves; understands that many young people do not have access to swimming opportunities, and that there is a need for education and promotion of advice around water safety; considers that there is a need for a greater Partnership Approach to Water Safety (PAWS) within communities to develop a water safety action plan, and acknowledges the local community groups, organisations and individuals for their commitment to ensure that people get out and enjoy the waterways safely.
