Channel 4’s 40th Anniversary

The motion

That the Parliament congratulates Channel 4 on its 40th anniversary; considers that Channel 4 is publicly-owned and commercially-funded, meaning that it can deliver a valuable public service at zero cost to the taxpayer; welcomes what it sees as the important and growing contribution Channel 4 makes to the Scottish production sector, working closely with Screen Scotland; understands that their new Glasgow hub now has the biggest commissioning department by commissioning hours based in Scotland; congratulates Channel 4 for, it understands, surpassing its target to spend half of its original content budget outside of the London area; understands that over 400 roles, encompassing 55% of spend and 66% of hours, are now based outside of the London area; believes that Channel 4 has spent around £220 million on Scottish productions over the last 15 years, with £23.5 million of Scottish spend in 2021; appreciates what it sees as the benefit of Channel 4’s skills and training schemes, such as 4Skills, which focuses on social mobility and bringing new, underrepresented voices into the industry; understands that 4Skills will reach 15,000 young people a year from 2022 onwards, including many in Scotland; believes that Channel 4 is a great success story for the UK, and wishes the teams at Channel 4 all the best for many more successful and creative years ahead.
