Perth and Kinross Council Cash First Partnership Pilot
The motion
That the Parliament welcomes what it understands was an unanimous decision by Perth and Kinross Councillors to bid to pilot the Scottish Government’s Cash First Partnership in the Council area; understands that when a constituent seeks emergency support, the partnership will help them to apply for a crisis grant and complete a benefits check to ensure that they are maximising their income, and that a referral to organisations such as food banks can be made if required; notes with concern troubling statistics in the Perth and Kinross Council area that reportedly suggest an estimated 6,000 households are workless, 13,000 earn less than the Living Wage, 24,000 are considered to be in lower paid work, 5,155 children live in poverty, and that Perth Foodbank has seen its service increase by 10% to 15% on a year-by-year basis over the last eight years; commends the ambition of the scheme to break the short-term cycle of food bank reliance, to help individuals and households maximise their income and give people the dignity of choice, and wishes the pilot every success in the future in the 10 successful bidding areas.
