The motion

That the Parliament recognises the Scottish SPCA for its innovative Animal Guardians programme that works with young people who have shown concerning behaviours towards animals; further recognises that the Scottish SPCA has worked with children as young as three years old to encourage empathetic and compassionate behaviour towards animals, and in turn, people; understands that the Scottish SPCA tackles both intentional and unintentional harm; considers that when a young person harms an animal it can often be an indicator of something else in that young person’s life and that they need support, and that, therefore, these behaviours should not be ignored; recognises that the Scottish SPCA receives referrals from parents, guardians, schools, social work, police and other services; notes that, in response to the success of the Animal Guardians programme, the Scottish SPCA is expanding it to reach even more young people with the aim of intervening early and preventing violent or harmful behaviour towards animals or humans from reoccurring, and commends the Scottish SPCA on expanding what it sees as this pioneering programme to benefit the young person, their families, the animals in their lives and their wider communities.
