Community Windpower £1 Million East Lothian Fuel Poverty Fund

The motion

That the Parliament welcomes a new £1 million fund to help residents in East Lothian to heat their homes, as part of a partnership between Advice Direct Scotland, Community Windpower and East Lothian Council; notes that the fund is supported directly from Community Windpower’s onshore wind farms near Aikengall; further notes that anyone on means-tested benefits or receiving support from a referral partner is eligible to apply to the fund; understands that grant applications can be made through a new, dedicated website, communityadvice.scot, by individuals, and that referral partners including charities and local housing associations can apply on behalf of vulnerable people; further understands that Advice Direct Scotland, which also runs the Scottish Government’s Home Heating Support Fund, will make payments for electricity usage by issuing PayPoint or Post Office vouchers or send the money direct to the supplier for those with a credit meter; understands that in most cases a grant will be awarded for two months of electricity use but that additional payments can be made based on individual circumstances, such as the number of children in a household or evidence of illness or disability, and further understands that the fund will be in operation until the end of March 2023.
