The Opportunity is Now Report from the ALLIANCE Scotland

That the Parliament welcomes the launch of the report, The Opportunity is Now, from ALLIANCE Scotland and branch social research; recognises that the report explores the impact of the human rights agenda in health and social care in Scotland and details the experience, anticipation and concerns of the sector regarding proposed reforms; considers that the report makes several important conclusions, including that the commitment on incorporation of human rights in Scots law is to be welcomed, that the experience of the COVID-19 pandemic in the health and social care sector has "supercharged" inequalities and exacerbated the existing issues, including low pay, precarity, and staff turnover, which, according to the report, still dominate the sector, and that there needs to be as much collaboration as possible surrounding the reforms; notes the report's conclusion that the current state of the social care sector is not a position of strength on which to launch serious reform, and agrees with the report’s recommendation that incorporation of human rights should take a "maximalist" approach, which sets out rights and access to rights in primary legislation, so that people in Glasgow and across Scotland can realise their rights.
