Congratulating NHS Lanarkshire on Operation FLOW

The motion

That the Parliament commends NHS Lanarkshire (NHSL) on the success of Operation FLOW, and believes that FLOW is an exemplar of successful multi-disciplinary intervention; understands that this ambitious plan aims to improve the flow of patients to create a more resilient health care system, and to improve the experiences of patients and staff through a whole-system approach; acknowledges what it sees as the positive impacts of the NHSL firebreak, which, it understands, has reduced occupancy to below 100%, increased the percentage of patients meeting the four-hour emergency wait standard, and significantly relieved pressure across all three acute hospitals; understands that the firebreak included daily multidisciplinary review of all inpatients in acute and off-site facilities, engagement between clinicians and the Scottish Ambulance Service and Care Homes to avoid unnecessary hospital attendances, and enhanced use of Hospital at Home and Home First capacity; further understands that the NHSL firebreak successfully lowered risk levels from black to red on 6 March 2023, being the first time since July 2022; notes that NHSL is entering Stage 3 of Operation FLOW, Maintaining Good Flow, which, it understands, continues the focus on a whole-system approach while embedding the learning from firebreak, to continue achieving positive outcomes, and applauds NHSL staff and patients for their commitment to achieving and sustaining positive improvement.
