Supporting the Inclusion of Taiwan in the WHO and at the WHA

The motion

That the Parliament acknowledges that 2023 marks the 75th anniversary of the founding of the World Health Organization (WHO), with its constitution formally taking effect on 7 April 1948; understands that the 76th World Health Assembly (WHA) will take place from 21 to 30 May in Geneva, and that this forum is the formal decision-making body of the WHO, with delegates from all member states present at the event; recognises that the constitution of the WHO sets out that "The health of all peoples is fundamental to the attainment of peace and security and is dependent on the fullest co-operation of individuals and States"; believes that, when considering the importance attached to safeguarding public health, it is vital for all stakeholders to be involved when coordinating and seeking to enhance global efforts in what it sees as this key area; considers that Taiwan continues to be excluded from both the WHO and WHA because of unreasonable political interference, despite what it sees as the pivotal contributions that Taiwan has made on global public health efforts, including through medical, advanced technological and humanitarian support capabilities, and in tackling the COVID-19 pandemic with the sixth-lowest mortality and case fatality rates; believes that Taiwan should be allowed to participate in all WHO meetings and activities in an appropriate manner and should also be regularly invited to attend the WHA in the capacity of observer, and expresses serious concern at what it sees as Taiwan's continued exclusion.
