Scotland's International Responsibilities and the Batang Toru Dam

That the Parliament notes the reported concerns raised by local communities and the International Union for the Conservation of Nature (IUCN) about the impact of the proposed Batang Toru dam in North Sumatra, Indonesia, on the critically endangered Tapanuli orangutan, which was only confirmed by international scientists as a separate species in 2017; acknowledges that IUCN has called for a moratorium on construction of the dam; understands that the owners of this project, SDIC Power, are also the owners of Edinburgh-based Red Rock Power Ltd; notes with regret the reported deaths of workers on the project and local people; believes that the impact of this project on the local natural environment constitutes a crime of ecocide; further believes that Scotland has international responsibilities with regard to human rights, biodiversity and trade, and urges the Scottish Ministers to call for a moratorium on construction of the Batang Toru dam, and to seek to organise a meeting between Red Rock Power Ltd, SDIC Power, and independent scientists to discuss the impacts of this project.
